New Licences in FM23

Licenced UEFA Club Competitions | UEFA Champions League in FM23

Football Manager 2023 will include new licences and partnered clubs. As the FM23 announcement revealed, all the UEFA Competitions are fully licenced in FM23. That means you will never need a real names fix for the UEFA Champions League, UEFA Europa League, UEFA Europa Conference League or the UEFA Super Cup again.

The FM23 Trailers have also revealed that Champions League draws and competition information will include the Champions League brand colours and format for the cup draws as we are used to. Apart from real kits, player faces and logos, the full licence of the UEFA Club Competitions will include a number of new additions to the game.

Cup Draws

Basically, FM23 looks to merge the gap between simulation and what you’ll experience by watching the UEFA cup draws being made on the TV a in real life.

Football Manager 2023 sees a complete revamp to Cup Draws to make them a life-like, immersive full-screen experience.

Before the draw begins, you’ll receive inbox items featuring the results of fan polls about who your supporters would like to see you matched up with.

In these cup draws a number of narrative elements have been added – additions that will evolve through your save depending on where you started and where you’re at for the moment.

You will even get live reactions to the Draw that includes historical info on teams in the tournament as well as Fan Commentary.

At the top a Ceremony Host will provide feedback about the draws. For instance, the host will provide clarity on who can’t be drawn in a certain group (two teams from the same nation, for example).

Real Trophy podiums added

Football Manager also looks to make the trophy ceremony as real-to-life as possible. By replicating the real trophy podiums from the Champions League, the Europa League and Conference League, it provides more authenticity to the award ceremony.

Besides licenced UEFA Competitions, the new game will also see new partnered clubs.

Juventus & Manchester City Licences Acquired

FM23 will finally see the end to Juventus being renamed as Zebre in Football Manager. Juventus will join Manchester City who made an official statement September 26th, 2022, that they will be fully licenced team in FM23, meaning player faces, kits and badges will be 100% authentic for Man City and Juventus on FM23.


Scouting & Recruitment Revamps

Squad Planner

A brand new feature in Football Manager is the squad planner! The squad planner in FM23 looks to help you assess your squad and build for the future by giving you a better overview of your squad, either via a full overview of all the players within you team, or per position.

The idea is to let you visualize your current options within your squad for specific roles and positions, and how it might change for the next couple of seasons based on your current tactics.

It will make it easier to see your club’s squad depth, as your assistant manager will rate and rank the three best players for each of the selected roles and positions within your formation. You can always play around with the list of players as you can import players from the shortlist that you intend to sign, remove players you intend to sell or de-rank a player in favour of a youth to ensure his pathway to the first team doesn’t get blocked.

The squad planner could be regarded as your secret book, as only your coaches and you know how you rank your planners and who’s in your plans for the future.It won’t affect their morale if players are regarded as third options in your future plans.

You will always have the ability to change the tactic you’re viewing – handy if you’re planning to switch from a 4-3-3 formation to a 3-4-2-1.

The squad planner is useful for three reasons;

All in all, it will help to be more strategic in the recruitment of players and set up appropriate scouting assignments to improve your squad – either for the short or long-term – as you’ll get to see if there are any potential issues in your squad for a particular position as the squad planner is laid out based on your current tactics.

Experience Matrix

A part of the FM23 squad planner is the brand new Experience Matrix. Here you can visualize your current squad makeup according to where in the Development cycle the player is in.

In the Matrix, players fall into four categories:

With a large squad, this enables you to get a better insight to the progress and decline of your players – a handy feature when planning your squad for the long-term and Recruitment of players.

For instance, if most of your players for a position is at their peak or is labelled as experienced, it’s worthy to set up a recruitment focus to change the age dynamics of your squad.

Recruitment Focus

One of many improvements to scouting in Football Manager 2023 is the revamp to recruitment focuses, which ultimately replaces scouting assignments. They work in many ways in a similar way as you can let your chief scout be fully in charge of setting up short or long-term focuses. It even let you select a number of parameters that will tailor the scouting focus to a specific type of player, whether you are looking for a player who’s between 21 and 25 that could take up the role as Trequartista and makes a lot of key passes and assists.

You can come in and ask your recruitment team to go around the world, or in a specific location of the world to find appropriate targets based on your criterias.

Recruitment Focuses can be marked as Top Priority, Standard Priority or Ongoing. Top Priority Recruitment Focuses require three Scouts, while Standard only need one. You can select specific Scouts to fill each job, perhaps because they’ve got extensive knowledge of a certain nation or region, or you can let your backroom team sort that for you. When you’re finished, you’ll be able to name each Recruitment Focus.

You can determine how frequent you want to get updates on the progress of your Recruitment Focuses – monthly or weekly with players categorised into Recommended, Near Matches or Ongoing. If you sign a player, you will receive a inbox message suggesting you to mark the Recruitment Focus as Complete.
You will also receive regular updates on the progress of the search; whether it’s going well, slowing down or close to exhaustion.

Goodbye to Scouting Knowledge

In FM23, there’s no such thing as scouting knowledge anymore, at least not presented via a percentage number. A scouts knowledge about a player is now explained through how much scouting has been completed on a player. The stages of scouting are indicated as None, Minimal, Reasonable or Extensive.

Scouts out on a mission who have done their due diligence to find as much as possible about a player will provide you with a recommendation based on what they have learned about the player. An extensive knowledge about a player tells you the recruitment team have done a full assessment of the player and it’s now up to the Human manager to decide on the next steps.

The report might be rather basic, or more extensive, but it’s all up to you to use the information you have at your disposal to make a decision if it’s an extensive report.

The logic behind scouting isalso improved for FM23. For instance, when joining a new club you will experience that more players are fully scouted.

New is also how scouts will operate in Football Manager 2023. Scouting is carried out in four stages of checks. Once you set up a recruitment focus, your scouting team will gather a large pool of players that will potentially fit those criteria. For each of the four stages, the scout will find out a little bit more about the players and start narrowing it down.

This will give you a more refined list based on what you’ve asked for. But afraid not, if you have been too restrictive with your criteria the last stage “near misses” will let you see anyone who have narrowly missed out – perhaps due to not making as many goals as you requested, didn’t have the passing accuracy you wanted.

The Status of Scout Reports

Football Manager 2023 sees a new terminology used to describe the status of ongoing scouting tasks. Scout reports is now labelled as;

Revamp to Scouting Centre

The Scouting Centre now includes a column which shows you all of the active and completed assignments.

By going to the completed assignments you will see all players that are recommended by the scouts, who that nearly missed as they didn’t match your criteria. Perhaps they are a bit too short, bit too old or lacks a little bit in current ability or potential to be a 100% match.

Changes to Recruitment Meetings

In FM23, there are two types of Recruitment meetings: Planning and Feedback.

Planning meetings are designed to look ahead to future transfer windows, with your Director of Football, Assistant Manager and Chief Scout in attendance.

There are two other emergency planning meetings that’s added in Football Manager 2023:

a) if you have multiple key players out with long-term injuries (particularly in a certain position)
b) if you’re on a bad run of form and it’s clear you need to add quality

Feedback meetings are designed to review your previous transfer activity and make some recommendations for your next additions. Indeed, your staff will recommend specific players in this meeting that you won’t necessarily see in the Scouting Centre.

These meetings reviews your previous transfer activity (ins and outs) and make some recommendations for your next additions based on an expanded transfer history section.

The new Recruitment Meetings is broken down into three areas for Football Manager 2023.

  1. Squad Planner – to simply introduce you to it and outline your intentions for the upcoming season, or the season ahead
  2. Player Status – giving you a closer insight to expiring contracts and what’s needs to be addressed in terms of renewing contracts. This area also incorporates suggestions of player handling relating to transfer deadline day – whether you should reduce a players asking price to try to move the player on before the transfer window shuts.
  3. Recruitment Focus – get suggestions on assignments your scouting team finds valuable to set up, or whether you wish to set up some specific assignments yourself.

Revamp to Agents & Contract Negotiations

When approaching an agent asking for a players availability in FM23, the Sports Interactive team have added more flexibility in these private chats. More conversations tones has been added to indicate you can change your mind if you for instance can’t afford the players wage demands. Basically, it looks to replicate the tug of war between you and the agents before coming to terms.

It’s essentially a way to subtly negotiate parts of a player contract with an agent before even approaching a club for the transfer – just as clubs do in real life.

Agents role for the player within your club have also been expanded. In FM23, you will notice the option to Discuss New Contract with Agent ensuring you can engage with the Agent to project their demands and sort out any unhappiness before approaching the player with a contract negotiation.

Should negotiations with a player break down, you won’t now just have to wait a month or so before trying to speak to them. Instead, you’ll now have the option to ‘Resolve Contract Talks with Agent’. By speaking to them and convincing them of your interest, they’ll hopefully be able to speak to their client and revive the conversation – just as they would in real-life.

Be warned though, entering negotiations and then walking away without agreeing a deal will now have a more profound effect, potentially leading to a breakdown between yourself, the player and their agent.

Other changes to scouting in Football Manager 2023


FM23 Match Engine; AI & Animation Changes

Sports Interactive have gone at great length to take the match engine and the entire match experience to a completely new level. Focus this year have been to make everything seem more realistic and believable – both in terms of how players behave inside the match engine as well as the AI managers.

Better Reflection of AI Managers

Sports Interactive have used the last years to research managers across the globe to try to simulate how they behave in the best possible manner inside the new game. Since AI Managers are a representation of real coaches and managers across the globe, a huge focus have been put in that area.

Sports Interactive have used a lot of effort to overhaul the logic powering AI Managers to make them more intelligent and more practical knowledgeable. The new model for the AI Manager enables them to evaluate each facet of the match and creates more nuanced tactical battles with their opponents.

The result, your opponents will now adapt and tweak their tactics according to how the match evolves, according to each changing scenario and the type of match it is. This includes the type of formation they use, along with the choice of player roles and duties, by always considering and evaluating its teams balance and shape.

Replicating their tactical style, when and what type of tactical instructions they prefer to take in the course of the match and how they like to play in the simulation of the game will certainly put you to the test – and give you that feeling of actually facing Pep Guardiola or Jürgen Klopp.

With this focus, SI aims to let AI managers select the right tactical approach and go into the appropriate tactical battle as they would do when thousands of matches will be simulated in the background.

Player Decision Enhancements

There are numerous of changes to the match engine this year! Below is a quick list of some of the improvements to player’s decision-making – from back to front:

Overhauled Animation Engine

The new animation engine was one of the greater additions to Football Manager last year. By incorporating Inverse Kinematics (IK) into the engine and our playback systems, it has helped to improve the quality of animations, how they are stored, played and blended with one another by removing foot sliding and feet jittering.

Enhancements to the animation blending system have also created a better connection between trips, pushes and pulls, leading to fewer situations where a penalty is given but the foul was visibly disconnected in the 3D representation of events.

Football Manager

This year, the animation engine have seen a complete overhaul relating to all on-ball actions. While dribbling and first touch was improved last year, the SI team have overhauled the selection criteria for every single action you have in the game in terms of on-the-ball actions.

Football Manager 2023 incorporates a new selection criteria technology. It comes into play for each and every pivotal moment by taking into account several parameters such as incoming and outgoing speeds, velocity and more.

It means that there’s been improvements to the ball in-going speed, the ball out-going speed, where the ball is coming from, where it needs to go next by improving the animations of kicks and touches as there are more variety in passes and finishing in FM23. Depending on the situation, a player might prefer to use the inside of the foot, or the outside of the foot to gain space for a pass, a shot or to simply get better control of it.

All in all, the optimizing of the animation system not only increases the speed of the animation engine but reduces the mount of required disk space, ensuring an increase in quality but reduction of download data footprint.

The FM23 headline feature video also gave you a sneak peak of a player chest the ball and volley it within the same action – making it all look realistic.

Pre-Match Briefings

Football Manager 2023 brings also improvements to the pre-match briefings relating to content featured within them and how this information is displayed to you as manager.

From viewing the fly-on-the-wall documentaries about some of the biggest clubs in England, such as Arsenals All or Nothing, it became clear that players would not necessarily speak up about an issue prior to the match, with a gauge on their body language, emotions and potential frustrations more likely to come from an Assistant Manager.

So in FM23, the assistant manager will instead provide feedback about potential issues arising within pre-match briefings.

This information is now presented in a three-column grid, allowing you to see the player reactions more visibly. Should multiple players react in the same way, only the most influential player will be named but a tooltip will allow you to see all of those falling under that category.


FM23 Tactics Improvements

In Football Manager 2023, you will have more tools available to defend and attack properly.

Want to play in a low block and focus your game around counter-attacking football with quick transitions? This year, it seems there are greater emphasizes of tactics creation and the ability to use more tactical styles than to press high and dominate the opposition on their own half.

One area the team over at Sports Interactive have worked on is tactical improvements relating to the defensive side of the game.

The Football Manager 2023 match engine looks to better reflect how real football teams are able to soak up pressure and go from defending to initiate an attack via quick transitions.

In FM23, there are new defensive tactical instructions and tools to use to be able to play with a low-block or play in a more Antonio Conte / Jose Mourinho style of way.

New Team Instructions

Apart from rewording a number of tactical instructions to use real-life terms when it comes to pressing, FM23 includes a number of new defensive team instructions.

Improvements to Create Manager personalization

When creating and customizing your Manager Profile in Football Manager 2023 you will have further options to personalize your looks and attire on FM23.

When customizing the managerial look in Football Manager 2023, there are six new male and female hairstyles added.

Apart from giving you the option to select between a shining new dress or a coat, the ability to have your Manager wear accessories like watches, earrings, rings or gloves is added into FM23. You can even select to wear a scarf in your clubs colors or customize it as you see fit.


More Data & Statistics – FM23 Data Hub Improvements

After the introduction of the Data Hub for FM22, Sports Interactive have added a number of statistics and visuals to give you more information on the team’s and player’s performances, alongside giving you to compare stats and data to your rivals.

As part of the improvements to the Data Hub, they have made it easier to customizing the screen When clicking the Edit button you will now get a mega menu which displays all visuals which shows off the full list of available items, with labels to show whether they’re Scatter Graphs or Polygons, or whether the stat belongs to defensive, attacking or creating data.

When requesting reports of General Performance for the team you can now ‘Set Preferred’ visuals to show key performance metrics that matter to you!

Added Expected Assists (xA)

A short teaser video of FM23 features published on Tik Tok revealed that more data and statistics will be available for us to digest. A screenshot from Football Manager 2023 showed us that expected assists and a players attacking output relating to expected goals and creating chances will finally be included into the new game.

Expected Assists was something I had hoped would arrive alongside expected goals (xG) for FM22. Until now, Football Manager have used key passes and assists to determine whether a player is less or highly creative. With expected attacking output added in player analytics, you can see how your midfielders performs compared to the players within your league.

In FM23, xA measures the likelihood that a given pass will become a goal assist and it will be incorporated in the game in multiple ways:

Other New FM23 Statistics

PPDA (Passes Per Defensive Actions) added in FM23!

Alongside expected assists, PPDA or passes per defensive actions paves it way in Football Manager 2023.

By measuring the passes completed by your opponent per defensive action completed by your team (tackle attempts, fouls and interceptions, for example) outside of your opponent’s first third, you can understand the intensity of your team’s press.

FMFC – Football Manager 2023 Game Upgrades

Alongside PPDA a Field Tilt gives you a better understanding of which team who have dominated a game by comparing your final third passes completed to those final third passes completed by your opponent.

Match Analytics

Apart from the enhancements to the Data Hub, there have been improvements to the data shown to you during matches and in inbox items after the match – making them more informative and actionable.

Within the Touchline Tablet at match days, you’ll see a couple of data visualisations, such as but not limited to Match Momentum and Pass Map for you and your opponent. These reports will be sent to you by your analyst during a game, to provide you with information about how your team is shaping up and how the match is unfolding.

New News Items Relating to Player Performance & Stats

Why did the player got awarded the Player of the Match award?

Have you ever wondered why a particular player was awarded man of the match? In FM23, you will receive news items featuring notable stats and visualisations highlighting their performance – something that hopefully give you a better understanding of why he won the award.

Ongoing Analytics reports ranking your player’s & team performance

As the season progresses, you will receive analytics reports that ranks player’s and team’s performance according to the competition. For instance, it could be team news items which shows how well you are doing in key defensive metrics like blocks, tackles or interceptions.

Other player analytics reports informs you about player’s who under- or over-performs relating to their xG, alongside insight to whether your current form is good or bad.


Supporter Confidence

Football Manager 2023 aims to capture the emotional part fans have about their connection to their beloved club, providing feedback and opinions about your decision as the coach, the club’s progress and the current situation at the club in regard to match performance.

By adding Supporter Confidence in Football Manager 2023, Sports Interactive aims to capture the huge part fans are to the football industry, and the foundation for any football club. They wanted to make sure fans were represented in the game in one way which ultimately impacts your choices and journey as manager in FM23.

The Supporter Confidence is integrated into the Club Vision section with their expectations and feedback relating to your performance as manager regarding the club’s culture, club history, recent performance of the team and its players.

While the board is more inclined to focus on your objectives – be it financial or strategic – your supporters are more likely to focus on your identity, your performances against key rivals, and the performances of individuals.

Football Manager

They will probably want to see you finish above your rivals, play in a specific way that is part of the club’s traditions, or expect you to sign players from a specific area of the world.

Supporter Profile

For any club you’re managing in FM23, you will get a visual representation of the club’s fan base – the proportion of hard core fans, normal fans, fair weathers, families and corporate. you will also get a visual representation of the proportion of supporters on the stadium as seen in the screenshot below.

The dedicated supporters tab lets you even get a sense of the number of fans around the world, how many who follows the club at social medias, their influence on the board and number of season ticket holders.

The Supporter Profile is split into six categories:

A lower-league team fighting relegation are likely to have fewer Fair Weather fans in their ranks, meaning the general supporter base is likely to be more forgiving if progress is slow. A top-tier team fighting for title glory, however, will likely have a completely different set of expectations which will be represented in their Supporter Profile section.

Supporter Feedback

The Supporter’s Confidence and opinion about your performance as manager is added in the Performance tab of Club Vision. In here, you’re able to monitor your fans feedback on Match Performance, Transfer Activity, Tactics and Squad.

The battle between the boards expectations and the supporter’s feedback on your performances are something you will experience in FM23.

For example, if you were to bring back a club legend, who is perhaps reaching the twilight of their career, this would likely trigger positive sentiment across your fanbase – but if that player is brought back on unfavourable financial terms, your board may disagree.

Before each game, you will also receive a news item showing the match expectations from both the board and the fans. Basically, each game comes with its own set of opinions from the board on one side and your supporter base on the other.

Dynamic Manager Timeline

The season review got a major overhaul last year, this year the ‘Dynamic Manager Timeline’ is added and will be part of the season review in FM23 by showcasing your milestones and achievements throughout your save – all events highlighted in a chronological order.

Perhaps one of your brightest talents have won or got nominated for an award. Perhaps your striker manages to become top goalscorer within the league. the Manager Timeline visualize a list of objectives and achievements. It will even include subjective elements that will define the story at a whole new level to paint the picture of every save being unique to you, the armchair manager.

The Dynamic Manager Timeline is part of their newly developed Event System which scores each moment in accordance with its importance. The new Event System learns from things that haven’t worked out, as it is to celebrate the big moments.

MLS Changes to reflect real-life

To reflect the real-life league rules changes in MLS and to make the experience of managing in North-America, a number of improvements have been made. Below is a quick summary of the changes to MLS in FM23.


Online Modes

The online versus mode has also seen some improvements for FM23. To let you more easily brag about your ahievements an own Versus Mode Leaderboard is present in the FM Drop-down menu – within the traditional leaderboard section.

Auto export your career mode team

To let you battle against your friends in online modes such as Versus mode, Football Manager 2023 includes an auto-export feature which let you export your career mode team at the end of every season, letting you more easily load up your all-star squad and put your skills to the test.

Three or five substitutions in Versus Mode or Fantasy Draft?

When battling against your friends, they have added functionality to set the number of substitutes you want to use in the game. Whether you like to go for the standard three subs, or have more flexibility with five subs.

You’ll also have customisation on what you want to do in extra time.

in Online Career mode, we’ve made it easier for you to join a friend’s game when your fixture is complete; we know how important it is to get that first-hand scouting in before your next big meeting.
